Cholera Cases Rise ‘Alarmingly’ in Democratic Republic of Congo Camps, Aid Workers Say

Aid workers in the eastern Democratic Republic of Congo warned Thursday of a possible “health disaster” because of an alarming surge in cholera cases in makeshift camps for displaced people. 

Doctors Without Borders, known by its French acronym MSF, said that between November 26 and December 7, 256 patients had been admitted to its cholera treatment center in Munigi, near the eastern city of Goma. 

A third of them were children under five, the aid agency added. 

“In just 10 days, the number of people suspected of having cholera has increased alarmingly,” MSF said in a statement. 

More than 177,000 people were “now trapped in dire conditions” in the Nyiragongo area north of the city, having fled the advance of the M23 rebel group in recent weeks. 

And as heavy showers fell during the rainy season, these displaced people were forced to live in shelters made from nothing more than branches and tarpaulin. 

“We have neither showers nor toilets,” Nyira Safari, the mother of an eight-year-old girl with cholera symptoms, told MSF. 

She took her daughter, who was “very weak and could barely stand,” to an MSF-supported health center for treatment. 

Aid response inadequate 

Tens of thousands of people are living packed together with no access to sanitation. 

“Given the lack of food, shelter, latrines and showers, all the ingredients are there for a health disaster,” said Simplice Ngar-One, head of MSF’s cholera response in Goma. 

“Despite our repeated calls, the current humanitarian response is far from adequate,” Ngar-One said. “That is just not understandable, as these people are only a few kilometers from Goma, home to many humanitarian organizations.” 

The M23, a mostly Congolese Tutsi group, resumed fighting in late 2021 after lying dormant for years, and has seized swathes of territory north of Goma. 

Kinshasa accuses Rwanda of providing the M23 with support — something that U.N. experts and U.S. officials have also pointed to in recent months.  

But Kigali has accused the DRC of collusion with the FDLR, a former Rwandan Hutu rebel group established in the DRC after the genocide of the Tutsi community in 1994 in Rwanda.

WHO Urges Vigilance as COVID-19 Pandemic Wanes in Africa

The World Health Organization reports COVID-19 cases are continuing their downward spiral in Africa but warns the pandemic is not over and nations must remain vigilant.

Following a recent four-week resurgence of COVID-19, cases and deaths once again are dropping in Africa. Since this month-long spike ended on November 20, the World Health Organization has recorded slightly more than 12,300 new cases and 50 deaths.

The WHO regional director for Africa, Matshidiso Moeti, said these numbers are at their lowest levels since the start of the pandemic in 2020.

“Despite the recent uptick, there is hope that Africa will be spared the challenges of the previous two years when surging cases marred the holiday season for many,” said Moeti. “While the current efforts keep the pandemic within control, we are carefully monitoring its evolution. We must remain vigilant and be ready to adopt more stringent preventive measures if necessary.”

Moeti said investments in COVID-19 management over the last three years are paying off and the region is better able to cope with the virus. She notes the number of intensive care unit beds has increased and medical oxygen production has grown.

She said Africa also has strengthened its laboratory capacity including conducting genomic sequencing. But she added that worrisome gaps in vaccination remain, especially among the most vulnerable.

Moeti said it is urgent that health workers be vaccinated to protect them from getting severe illness and dying. Other high-risk groups who must be vaccinated, she said, include the elderly, people living with HIV, and those who have potentially life-threatening conditions such as diabetes, obesity, and cardiovascular disease.

“These, in our view, are the groups in which we need to … really push, accelerate in coverage, increasing the proportion of people that are covered and reaching the highest level of coverage possible, while also, of course, making sure that those of them who took their first series of vaccines early also are boosted so to sustain the level of immunity, particularly protect them against severe illness,” she said.

The WHO reports only 26 percent of Africans are fully vaccinated against COVID-19. Regional director Moeti said greater coverage can be achieved and more people reached by integrating COVID-19 vaccination into routine immunization and primary health care services.

As the pandemic winds down, she said, COVID-19 should be brought out of an emergency response mode and integrated into routine health care.

WHO: COVID-19 Sets Back Global Malaria Efforts, Especially in Africa

The COVID-19 pandemic has set global malaria control efforts back, especially in Africa, the World Health Organization says.

However, this year’s World Malaria Report says countries were able to lessen disruptions to prevention, testing and treatment.

In 2019, before the pandemic struck, there were 568,000 malaria deaths. Despite the pandemic and other humanitarian emergencies, WHO information shows concerted action by countries has prevented the worst potential impacts of COVID-19-related disruptions to malaria services.

WHO officials say the world has largely managed to salvage many of the gains made against malaria during the past 20 years. 

Abdisalan Noor, head of the WHO Global Malaria Program’s Strategic Information unit, said malaria cases dramatically increased in the first year of the pandemic. However, he said the number of cases last year remained largely the same as in 2020. 

“Overall, however, the pandemic and its related disruptions have led to increases in malaria burden over the last two years, and we estimate that about 63,000 deaths and about 13 million cases [were] attributed to disruptions during the COVID-19 pandemic,” he said.

Most deaths and cases have occurred in the WHO African region, Noor said, adding that progress in malaria control is continuing. For example, he said 11 countries with the world’s highest malaria levels have largely held the line against the disease during the pandemic.  Among them are Burkina Faso, the Democratic Republic of Congo, India, Mali and Tanzania,

Despite the challenges posed by the pandemic, Noor said nearly 300 million insecticide-treated bed nets were distributed to susceptible families. Bed nets are regarded as the most important tool against malaria, and their declining effectiveness is of concern.

Noor cited growing insecticide resistance and households’ decreasing retention of bed nets as major problems.

“In particular, because of the physical durability of the bed net itself as well as the maintenance of the bed net in the household … we are not getting the gains we would have hoped for from the ITN [insecticide-treated net], which essentially means that given that mass campaigns have been every three years, we have a considerable period between campaigns when people are not receiving effective protection,” he said.

WHO officials consider the current setback as a temporary glitch on the road to global malaria elimination. They say key opportunities, such as a new generation of malaria control tools, could help accelerate progress toward this goal.

They say long-lasting bed nets with new insecticide combinations and other innovations in vector control are in the offing, and by late next year, the world’s first malaria vaccine will be offered to millions of children. Also, they add, other lifesaving malaria vaccines are in development.

Boeing’s Final 747 Rolls Out of Washington State Factory

After more than half a century, the last Boeing 747 rolled out of a Washington state factory on Tuesday.

The 747 jumbo jet has taken on numerous roles — a cargo plane, a commercial aircraft capable of carrying nearly 500 passengers, and the Air Force One presidential aircraft — since it debuted in 1969. It was the largest commercial aircraft in the world and the first with two aisles, and it still towers over most other planes.

The plane’s design included a second deck extending from the cockpit back over the first third of the plane, giving it a distinctive hump that made the plane instantly recognizable and inspired a nickname, the Whale. More elegantly, the 747 became known as the Queen of the Skies.

It took more than 50,000 Boeing employees less than 16 months to churn out the first 747. The company has completed 1,573 more since then.

But over the past 15 years or so, Boeing and its European rival Airbus released new wide-body planes with two engines instead of the 747’s four. They were more fuel-efficient and profitable.

Delta was the last U.S. airline to use the 747 for passenger flights, which ended in 2017, although some other international carriers continue to fly it, including the German airline Lufthansa.

The final customer is the cargo carrier Atlas Air, which ordered four 747-8 freighters early this year. The last was scheduled to roll out of Boeing’s massive factory in Everett, Washington, on Tuesday night.

Boeing’s roots are in the Seattle area, and it has assembly plants in Washington state and South Carolina. The company announced in May that it would move its headquarters from Chicago to Arlington, Virginia.

The move to the Washington, D.C., area puts its executives closer to key federal government officials and the Federal Aviation Administration, which certifies Boeing passenger and cargo planes.

Boeing’s relationship with the FAA has been strained since the deadly crashes of its best-selling plane, the 737 Max, in 2018 and 2019. The FAA took nearly two years — far longer than Boeing expected — to approve design changes and allow the plane back in the air.

UK Approves First New Coal Mine in Decades, Sparking Anger

Britain’s Conservative government on Wednesday approved the United Kingdom’s first new coal mine in three decades, a decision condemned by environmentalists as a leap backwards in the fight against climate change.

Hours earlier, the government reversed a ban on building new onshore windfarms in Britain. Opponents called that announcement a cynical attempt to offset criticism of the mine decision.

Cabinet Minister Michael Gove decided the mine in the Cumbria area of northwest England would have “an overall neutral effect on climate change and is thus consistent with government policies for meeting the challenge of climate change,” the government said.

It said coal from the mine would be used to make steel — replacing imported coal — rather than for power generation.

The mine will extract coking coal, the type used in steelmaking, from under the Irish Sea and process it on the site of a shuttered chemical plant in Whitehaven, a town 550 kilometers northwest of London.

Supporters say the mine will bring much-needed jobs to an area hard hit by the closure of its mines and factories in recent decades.

Opponents say the mine is a major blow to the U.K.’s status as a world leader in replacing polluting fossil fuels with clean renewable energy. They argue it will undermine global efforts to phase out coal and make it harder for Britain to meet its goals of generating 100% of electricity from clean energy sources by 2035 and reaching net-zero carbon emissions by 2050.

John Gummer, a Conservative politician who heads the Climate Change Committee, a government advisory body, said the decision “sends entirely the wrong signal to other countries about the U.K.’s climate priorities.”

Doug Parr, policy director at Greenpeace U.K., said “the U.K. government risks becoming a superpower in climate hypocrisy rather than climate leadership. How can we possibly expect other countries to rein in fossil fuel extraction when we’re building new coal mines here?”

Britain has taken steps to bolster its domestic energy supply since Russia’s invasion of Ukraine sent oil and gas prices soaring. The U.K. imports little Russian oil or gas, but its lightly regulated energy market leaves customers highly exposed to price fluctuations.

Many homes and businesses have seen bills double or triple in the past year, though a government price cap — due to end in April — has prevented even steeper hikes.

The invasion of Ukraine has made countries across Europe reconsider plans to cut their use of fossil fuels. Britain has also approved more North Sea oil and gas drilling, while the Czech Republic reversed a plan to stop coal mining in a key region.

France recently restarted a shuttered coal plant, abandoning an earlier vow by President Emmanuel Macron to close all coal-burning plants in the country by the end of this year.

The mine decision came a day after Prime Minister Rishi Sunak lifted a ban on building new windfarms on British soil.

Wind produced more than a quarter of the U.K.’s electricity in 2021. But since 2015, the Conservative government has opposed new wind turbines on land because of local opposition. A majority of Britain’s wind farms are at sea.

While running for the Conservative Party’s leadership in the summer, Sunak pledged to keep the ban. But amid growing calls for change from Conservative lawmakers, the government said Tuesday it could allow wind farms in areas where communities support them, pending a “technical consultation.”

Oldest Known DNA Reveals Life in Greenland 2 Million Years Ago

Scientists discovered the oldest known DNA and used it to reveal what life was like 2 million years ago in the northern tip of Greenland. Today, it’s a barren Arctic desert, but back then it was a lush landscape of trees and vegetation with an array of animals, even the now extinct mastodon.

“The study opens the door into a past that has basically been lost,” said lead author Kurt Kjaer, a geologist and glacier expert at the University of Copenhagen.

With animal fossils hard to come by, the researchers extracted environmental DNA, also known as eDNA, from soil samples. This is the genetic material that organisms shed into their surroundings — for example, through hair, waste, spit or decomposing carcasses.

Studying really old DNA can be a challenge because the genetic material breaks down over time, leaving scientists with only tiny fragments.

But with the latest technology, researchers were able to get genetic information out of the small, damaged bits of DNA, said senior author Eske Willerslev, a geneticist at the University of Cambridge. In their study, published Wednesday in the journal Nature, they compared the DNA to that of different species, looking for matches.

The samples came from a sediment deposit called the Kap Kobenhavn formation in Peary Land. Today, the area is a polar desert, Kjaer said.

But millions of years ago, this region was undergoing a period of intense climate change that sent temperatures up, Willerslev said. Sediment likely built up for tens of thousands of years at the site before the climate cooled and cemented the finds into permafrost.

The cold environment would help preserve the delicate bits of DNA — until scientists came along and drilled the samples out, beginning in 2006.

During the region’s warm period, when average temperatures were 20 to 34 degrees Fahrenheit (11 to 19 degrees Celsius) higher than today, the area was filled with an unusual array of plant and animal life, the researchers reported. The DNA fragments suggest a mix of Arctic plants, like birch trees and willow shrubs, with ones that usually prefer warmer climates, like firs and cedars.

The DNA also showed traces of animals including geese, hares, reindeer and lemmings. Previously, a dung beetle and some hare remains had been the only signs of animal life at the site, Willerslev said.

One big surprise was finding DNA from the mastodon, an extinct species that looks like a mix between an elephant and a mammoth, Kjaer said.

Many mastodon fossils have previously been found in what were temperate forests in North America. That’s an ocean away from Greenland, and much farther south, Willerslev said.

“I wouldn’t have, in a million years, expected to find mastodons in northern Greenland,” said Love Dalen, a researcher in evolutionary genomics at Stockholm University who was not involved in the study.

Because the sediment built up in the mouth of a fjord, researchers were also able to get clues about marine life from this time period. The DNA suggests horseshoe crabs and green algae lived in the area — meaning the nearby waters were likely much warmer back then, Kjaer said.

By pulling dozens of species out of just a few sediment samples, the study highlights some of eDNA’s advantages, said Benjamin Vernot, who researches ancient DNA at Germany’s Max Planck Institute for Evolutionary Anthropology and was not involved in the study.

“You really get a broader picture of the ecosystem at a particular time,” Vernot said. “You don’t have to go and find this piece of wood to study this plant, and this bone to study this mammoth.”

Based on the data available, it’s hard to say for sure whether these species truly lived side by side, or if the DNA was mixed together from different parts of the landscape, said Laura Epp, an eDNA expert at Germany’s University of Konstanz who was not involved in the study.

But Epp said this kind of DNA research is valuable to show “hidden diversity” in ancient landscapes.

Willerslev believes that because these plants and animals survived during a time of dramatic climate change, their DNA could offer a “genetic roadmap” to help us adapt to current warming.

Stockholm University’s Dalen expects ancient DNA research to keep pushing deeper into the past. He worked on the study that previously held the “oldest DNA” record, from a mammoth tooth around a million years old.

“I wouldn’t be surprised if you can go at least one or perhaps a few million years further back, assuming you can find the right samples,” Dalen said.

Canada Soon to Allow Euthanasia for the Mentally Ill

A law allowing limited euthanasia in Canada is set to expand to make the procedure available to people with mental illness. As Craig McCulloch reports, this is causing a variety of reactions.

Canada’s law permitting euthanasia, or Medical Assistance in Dying, became personal for Vancouver-area resident Marcia McNaughton in November. Suffering from metastasized stomach cancer, her 80-year-old aunt Ella Tikenheinrich chose to end her life with medical assistance.

McNaughton was not aware of her aunt’s choice until almost the end, and the extended family supported it.

“As a family, all we did was support her and love her decision,” McNaughton said. “And I have to say one thing — to be in control of your own time, it is an amazing thing.”

On March 17, the law permitting what is termed Medical Assistance in Dying — commonly called MAiD — will expand to include those suffering from mental illness. Currently, only individuals whose death is deemed to be reasonably foreseeable or who suffer from a debilitating illness, like McNaughton’s aunt, qualify to get medical assistance to end their life.

Ottawa-based Canadian Physicians for Life has always been strongly opposed to any form of legalized euthanasia.

Executive Director Nicole Scheidl said it is an abdication of responsibility of the government and doctors to offer death as a solution instead of treatment. She feels the coming changes allow for a doctor to decide who gets medical assistance to die and who gets suicide prevention.

“That goes to the very heart of what the physician thinks — the quality of life of the person in front of them,” Scheidl said. “And clearly, that’s not a decision that should ever fall to a doctor. As well, people who are suicidal don’t clearly see that they need suicide prevention. They all want suicide assistance.”

Victoria-based lawyer Chris Considine has been at the forefront of strongly advocating for euthanasia going back three decades. In the early 1990s, he represented Sue Rodriguez, who was dying from amyotrophic lateral sclerosis, or ALS, taking her fight for a doctor-assisted death all the way to the Supreme Court of Canada.

Although they lost that case on a 5 to 4 vote, the decision was overturned in 2016. Rodriguez got a doctor-assisted death from an unnamed person in February 1994.

Considine still supports medically assisted suicide but says unlike a terminal illness such as ALS or cancer, issues involving mental health are not as clear cut.

He said there has been a dramatic increase in mental health illnesses, but not treatment.

“In addition, there are underlying causes for mental health which are not strictly organic,” Considine said. “There may be depression caused by poor housing, poor job prospects and other issues, which will drive people into a deep depression. Those issues could be solved, and therefore, there may not really be a need for MAiD.”

Considine said if the March date for expanding the euthanasia law is not pushed back, he hopes strict guidelines are put in place so it does not become a substitute for housing, health care and other forms of social assistance.

Biden Touts Advanced Chips Manufacturing in Visit to Arizona Semiconductor Plant

President Joe Biden’s visit Tuesday to a massive construction project in north Phoenix highlighted Arizona’s role in a major U.S. policy shift on semiconductor manufacturing.

The Biden administration is pushing to boost domestic chips manufacturing with more than $50 billion in subsidies in the new CHIPs and Science Act.

The president’s visit to the new fabrication facility being built by Taiwanese chips giant TSMC came as the firm announced it would build a second fabrication facility and triple its investment in Phoenix to $40 billion.

Biden says it is good news for TSMC’s biggest customer, Apple.

“These are the most advanced semiconductor chips on the planet. Chips will power iPhones and MacBooks,” Biden said. “Apple had to buy all the advanced chips from overseas. Now, they are going to bring more of their supply chain here at home. It can be a game changer.”

U.S. technology firms have long outsourced semiconductor manufacturing overseas, particularly with TSMC, the world’s largest foundry.

Calls to change that increased when the U.S. found itself scrambling for chips in the supply chain breakdowns prompted by the COVID-19 pandemic.

Recent tensions with China added to the sense of urgency. China sees Taiwan as a part of its territory, and U.S. policymakers were worried about the long-term ability to source high-end chips, essential for computers, smartphones, cars, fighter planes and data centers.

The Biden administration has been pushing to make the most cutting-edge chips in the U.S.

Ahead of Biden’s visit Tuesday, TSMC announced it would ratchet up the kind of technology it makes in Arizona beyond the 4-nanometer technology slated to begin production in 2024. In addition, TSMC said it would begin producing 3-nanometer technology in its second fabrication facility by 2026. Those advanced chips deliver faster processing and use less power.

“This state-of-the-art manufacturing facility behind us is a testimony that TSMC is also taking a giant step forward to help build a vibrant semiconductor ecosystem in the United States,” said Mark Liu, TSMC’s chairman.

The president toured the construction site and was part of the TSMC plant’s “first tool-in” ceremony, the moment when a building is ready for manufacturing equipment to move in.

The company, which had said it would hire 2,000 workers, now says it will employ 4,500.

Arizona is among the states trying to attract federal funding.

A 3,700-square-meter cleanroom at nearby Arizona State University in Tempe is helping to meet the workforce demands of Arizona’s burgeoning semiconductor sector. There, students, companies and startups work on hardware innovations.

With 30,000 engineering students, Arizona State is home to the country’s largest college of engineering and is a driver in meeting the next-generation demand.

“Chips and Science Act is a once in a lifetime opportunity. This is the moment. This is the moment to build out capabilities, infrastructure, expertise,” Kyle Squires, dean of the schools of engineering at Arizona State University, told VOA recently. “We’re bringing this capability back into the U.S. You’ve got to have a workforce ready to engage it.”

Pandemic Treaty Plans Being Worked On at WHO

Negotiators are meeting in Geneva this week to thrash out a pandemic treaty aimed at ensuring the flaws that turned COVID-19 into a global crisis could never happen again. 

As the third anniversary of the emergence of the virus rolls around, negotiators are raking over an early concept draft of what might eventually make it into an international agreement about how to handle future pandemics. 

“The lessons of the pandemic must not go unlearned,” WHO chief Tedros Adhanom Ghebreyesus told the negotiating panel at the start of three days of talks, which conclude Wednesday. 

An intergovernmental negotiating body is paving the way toward a global agreement that would regulate how nations prepare for and respond to future pandemic threats. 

They are gathered for their third meeting, refining and going over their ideas so far. 

A progress report will be put before WHO member states next year, with the final outcome to be presented for their consideration in May of 2024. 

The dense, 32-page early draft “is a true reflection of the aspirations for a different paradigm for strengthening pandemic prevention, preparedness, response and recovery,” said Tedros. 

The so-called conceptual zero draft contains various notions, some of which will have to be developed and others thrown out as negotiators pare down the text ahead of the next meeting in February. 

The trick will ultimately be finding the balance between something bold and with teeth, and something all countries can agree to. 

‘Don’t blow this opportunity’

“There’s a lot of material currently that probably doesn’t belong in there,” said Pamela Hamamoto, the lead U.S. negotiator. 

“There’s a lot that needs to change before we’re going to sign onto it. That is the same for a lot of member states — probably most,” she told reporters. 

Hamamoto said Washington wanted to see transparency fixed into the accord, along with better surveillance and rapid response, plus swift and comprehensive data sharing. 

The United States also wants to see more equitable access to medical countermeasures, possibly through regional manufacturing. 

“A pretty broadly-held view is that we need to make sure that the process is set up right so … we basically don’t blow this opportunity to put together an accord that is going to be meaningful and implementable,” Hamamoto said. 

The Panel for a Global Public Health Convention, an independent coalition of statespeople and health leaders, said the conceptual draft did not go far enough, despite its bright spots. 

The panel said more should be done to establish accountability and clear timelines for alert and response to avoid damaging consequences when an outbreak emerges. 

Negotiations at ‘crossroads’

The medical charity Doctors Without Borders said the negotiations must not overlook the role of clinical trials in any pandemic response. 

Mohga Kamal-Yanni, of the NGO coalition People’s Vaccine Alliance, said the draft showed negotiations were “at a crossroads.” 

“A treaty could break with the greed and inequality that has plagued the global response to COVID-19, HIV/AIDS and other pandemics. Or it could tie future generations to the same disastrous outcomes,” she said. 

“Governments must resist any attempts to turn a pandemic treaty into another obscene profit opportunity for pharmaceutical companies.” 

Three years in, the pandemic still has power to disrupt lives and societies — as seen in the recent unrest in China over lockdowns. 

Countries have reported 6.6 million deaths to the WHO, while around 640 million confirmed cases have been registered.  

But the U.N. health agency says this will be a massive undercount. 

Global Fund executive director Peter Sands told reporters last month that “having a nice treaty … will have only a partial impact on how effectively we respond.” 

He said the world was undoubtedly already better prepared for the next pandemic but warned: “That doesn’t mean we are well prepared. It just means we’re not as badly prepared as we were before.”

Unsubstantiated Price Hikes Upped US Drug Spending $805 Million in 2021

Price increases among seven out of 10 drugs in 2021 are behind an $805 million increase in U.S. spending from the year before and were not supported by clinical evidence, an influential U.S. pricing research firm said on Tuesday. 

The Institute for Clinical and Economic Review (ICER) said the spending increase in 2021 was less than the $1.67 billion rise in the previous year. This is the third year the group has looked at the top 250 drugs by spending and assessed if those driving U.S. spending increases were justified.

“Last year, a huge part of the (increase in) spending was all one drug … this year, we saw the increase was more spread out across different drugs,” ICER’s Chief Medical Officer David Rind told Reuters. 

In 2020, Abbvie’s rheumatoid arthritis therapy Humira led to an almost $1.4 billion increase in U.S. drug spending, accounting for more than 80% of the total increase. 

Rind said Humira dropped off the list of the 10 costliest prescription drugs because its net price hike was lower in 2021. Since there was no single drug that drove the increase in spending this year, the rise is also relatively smaller compared with 2020, he added. 

Bausch Health’s Xifaxan, an antibiotic drug for traveler’s diarrhea, led to an increase of nearly $175 million in spending, among the highest this year. 

Johnson & Johnson’s schizophrenia therapy Invega Sustenna and Amgen’s osteoporosis drug Prolia followed closely with spending increases of $170 million and $124 million, respectively. 

The three drugmakers did not immediately respond to Reuters’ requests for comment. 

President Joe Biden’s signature Inflation Reduction Act will allow the government to choose 10 drugs to negotiate the prices of from among the 50 costliest drugs for Medicare, the government health care program for people age 65 and older or disabled, starting in 2026.

Kenya Concerned by Cholera, Measles Outbreaks at Congested Refugee Camp

Aid groups say measles and cholera outbreaks at Kenya’s congested Dadaab refugee camp have killed at least five people and sickened more than 400.  The outbreaks come as thousands of Somalis have been arriving at the camp this year to escape record drought back home, stretching camp resources.  Juma Majanga reports from Dadaab refugee camp in northeast Kenya.

Bob McGrath, ‘Sesame Street’ Legend, Dies at 90

Bob McGrath, an actor, musician and children’s author widely known for his portrayal of one of the first regular characters on the children’s show “Sesame Street” has died at the age of 90. 

McGrath’s passing was confirmed by his family who posted on his Facebook page on Sunday: “The McGrath family has some sad news to share. Our father Bob McGrath, passed away today. He died peacefully at home, surrounded by his family.” 

Sesame Workshop tweeted Sunday evening that it “mourns the passing of Bob McGrath, a beloved member of the Sesame Street family for over 50 years.”

McGrath was a founding cast member of “Sesame Street” when the show premiered in 1969, playing a friendly neighbor Bob Johnson. He made his final appearance on the show in 2017, marking an almost five-decade-long figure in the “Sesame Street” world. 

The actor grew up in Illinois and studied music at the University of Michigan and Manhattan School of Music. He also was a singer in the 60s series “Sing Along With Mitch” and launched a successful singing career overseas in Japan. 

“A revered performer worldwide, Bob’s rich tenor filled airwaves and concert halls from Las Vegas to Saskatchewan to Tokyo many times over,” Sesame Workshop said. “We will be forever grateful for his many years of passionate creative contributions to Sesame Street and honored that he shared so much of his life with us.” 

He is survived by his wife, Ann Logan Sperry, and their five children.

Biden to Visit Arizona Computer Chip Facility

U.S. President Joe Biden is traveling to Arizona on Tuesday to visit a computer chip facility, underscoring the Grand Canyon state’s position in the emerging U.S. semiconductor ecosystem.

Biden will visit a Taiwan Semiconductor Manufacturing Co. (TSMC) plant in north Phoenix. He will tour the plant and deliver remarks celebrating his economic plan and the “manufacturing boom” it has caused, White House press secretary Karine Jean-Pierre said during Monday’s briefing.

TSMC is the world’s largest contract manufacturer of semiconductor chips.

In August, Biden signed the CHIPS and Science Act, legislation aimed at countering China’s massive subsidies to its chip industry. It includes about $52 billion in funding for U.S. companies for the manufacturing of chips, which go into technology like smartphones, electric vehicles, appliances and weapons systems.

 

Arizona is among the states trying to attract federal funding.

The president will be on hand in Phoenix to celebrate the TSMC plant’s “first tool-in,” which is the moment when a building is ready for manufacturing equipment to move in.

Projects in the region are creating thousands of new jobs including the TMSC facility in north Phoenix, the technology firm Intel expanding southeast of the city and suppliers from around the world moving in.

A 3,700-square-meter cleanroom at nearby Arizona State University in Tempe is helping to meet the workforce demands of Arizona’s burgeoning semiconductor sector. There, students, companies and startups work on hardware innovations.

With 30,000 engineering students, Arizona State is home to the country’s largest college of engineering and a driver in meeting next-generation demand.

“Chips and Science Act is a once in a lifetime opportunity. This is the moment. This is the moment to build out capabilities, infrastructure, expertise,” Kyle Squires, dean of engineering schools at Arizona State University, told VOA recently. “We’re bringing this capability back into the U.S. You’ve got to have a workforce ready to engage it.”

NASA’s Orion Spaceship Slingshots Around Moon, Heads for Home

NASA’s Orion spaceship made a close pass by the moon and used a gravity assist to whip itself back toward Earth on Monday, marking the start of the return journey for the Artemis-1 mission.

At its nearest point, the uncrewed capsule flew less than 130 kilometers from the moon’s surface, testing maneuvers that will be used during later Artemis missions that return humans to the rocky celestial body.

Communication with the capsule was interrupted for 30 minutes when it was behind the far side of the moon, an area more cratered than the near side and first seen by humans during the Apollo era, although they didn’t land there.

The European Service Module, which powers the capsule, fired its main engine for more than three minutes to put the gumdrop-shaped Orion on course for home.

“We couldn’t be more pleased about how the spacecraft is performing,” Debbie Korth, Orion Program deputy manager, said later.

As spectacular footage flashed on their screens once communication was restored, she told a news conference, “everybody in the room, we just kind of had to stop and pause, and just really look — ‘Wow, we’re saying goodbye to the moon.'”

Monday’s maneuver was the last major one of the mission, which began when NASA’s mega moon rocket SLS blasted off from Florida on November 16. From start to finish, the journey should last 25½ days.

Orion will now make only slight course corrections until it splashes down in the Pacific Ocean off San Diego on Sunday at 9:40 a.m. local time (1740 GMT). It will then be recovered and hoisted aboard a U.S. Navy ship.

Earlier in the mission, Orion spent about six days in “distant retrograde orbit” around the moon, meaning at high altitude and traveling opposite the direction the moon revolves around Earth.

A week ago, Orion broke the distance record for a habitable capsule, venturing 450,000 kilometers from Earth.

Once it returns to Earth, Orion will have traveled more than 1.4 million miles, said Mike Sarafin, the Artemis mission manager.

Re-entry into Earth’s atmosphere will present a harsh test for the spacecraft’s heat shield, which will need to withstand temperatures of around 2,800 degrees Celsius – or about half the temperature of the surface of the sun.

Under the Artemis program — named for the sister of Apollo in Greek mythology — the United States is seeking to build a lasting presence on the moon in preparation for an onward voyage to Mars.

Artemis 2 will involve a crewed journey to the moon, once again without landing.

The first woman and next man are to land on the lunar south pole during Artemis 3, which is set for no sooner than 2025, though likely significantly later given timeline delays.

Kirstie Alley, Emmy-Winning ‘Cheers’ Star, Dies at 71

Kirstie Alley, who won an Emmy for her role on “Cheers” and starred in films including “Look Who’s Talking,” died Monday. She was 71. 

Alley died of cancer that was only recently discovered, her children True and Lillie Parker said in a post on Twitter. Alley’s manager Donovan Daughtry confirmed the death in an email to The Associated Press. 

“As iconic as she was on screen, she was an even more amazing mother and grandmother,” her children’s statement said. 

She starred opposite Ted Danson as Rebecca Howe on “Cheers,” the beloved NBC sitcom about a Boston bar, from 1987 to 1993. She joined the show at the height of its popularity after the departure of original star Shelley Long. 

Alley would win an Emmy for best lead actress in a comedy series for the role in 1991. She would take a second Emmy for best lead actress in a miniseries or television movie in 1993 for playing the title role in the CBS TV movie “David’s Mother.” 

She had her own sitcom on the network, “Veronica’s Closet,” from 1997 to 2000. 

In the 1989 comedy “Look Who’s Talking,” which gave her a major career boost, she played the mother of a baby whose inner thoughts were voiced by Bruce Willis. She would also appear in the 1990 sequel “Look Who’s Talking Too.” 

John Travolta, her co-star in both films, paid her tribute in an Instagram post. 

“Kirstie was one of the most special relationships I’ve ever had,” Travolta said, along with a photo of Alley. “I love you Kirstie. I know we will see each other again.” 

She would play a fictionalized version of herself in the 2005 Showtime series “Fat Actress,” a show that drew comedy from her public and media treatment over her weight gain and loss. 

And in recent years she appeared on several reality shows, including “Dancing With the Stars.” 

A native of Wichita, Kansas, Alley attended Kansas State University before dropping out and moving to Los Angeles. 

Her first television appearances were as a game show contestant on “The Match Game” in 1979 and Password” in 1980. 

She made her film debut in 1982’s “Star Trek: The Wrath of Khan.”

China Begins to Revive Arctic Scientific Ground Projects After Setbacks

Beijing is taking its first steps toward recovering from years of setbacks to its scientific, land-based projects in the Arctic, sending personnel to two outposts that have been vital to its policy of establishing China as a “near-Arctic” state.

China’s Arctic policy document, published in 2018, said scientific research to “explore and understand” the Arctic is the “priority and focus” of Chinese participation in Arctic affairs.

Over a 14-year period since 2004, China launched scientific projects in Arctic regions of four Western European nations — Norway, Iceland, Sweden and Finland — and sought to do the same in a fifth, Denmark’s autonomous island of Greenland.

The Biden administration, which published its own “National Strategy for the Arctic Region” in October, said those scientific projects have helped China to increase its influence in the Arctic and “exacerbated” strategic competition in a region where the U.S. has long been a major power.

The U.S. strategy document said China has “used these scientific engagements to conduct dual-use research with intelligence or military applications in the Arctic,” requiring the U.S. to respond by positioning itself to “effectively compete and manage tensions” in the region.

China’s state-run Global Times newspaper quickly responded to the U.S. strategy with an article citing Chinese analysts as saying Washington has been “politicizing” China’s activities in the Arctic. It said the analysts see the U.S. “using ‘increased competition’ as an excuse in trying to control the region after seeing its increasingly prominent economic and military value.”

As it snipes publicly at the U.S., Beijing has been less vocal about setbacks to its land-based Arctic scientific projects in recent years and its nascent moves to revive some of them.

Arctic researchers have told VOA that China recently has sent and announced plans to imminently send several people to its two most important scientific outposts in Norway and Iceland after lengthy absences of Chinese scientists from both sites. But there have been no signs of China trying to renew two other scientific projects in Sweden and Finland where national organizations told VOA that Chinese activity is set to end or has ended.

The Polar Research Institute of China (PRIC) recently registered three projects in the scientific community of Ny-Alesund in Norway’s Svalbard archipelago, where it has rented and operated a Norwegian-owned building since 2004 called Yellow River Station, its first Arctic ground facility. PRIC registered the projects on Norway’s Research in Svalbard Portal.

Scientist Geir Gotaas, leader of the Ny-Alesund Program at the Norwegian Polar Institute, said Chinese personnel have been mostly absent from Yellow River Station since the start of the pandemic because of travel restrictions. He said the last Chinese researcher departed in March after a solo three-month stay at the building, which has a capacity of 37 staff and accommodated the largest foreign contingent of scientists in Ny-Alesund before the pandemic.

Gotaas said four Chinese scientists will arrive in the Norwegian mainland this week before flying to Svalbard, with three staying for a few weeks in Longyearbyen and Ny-Alesund and the fourth remaining at Yellow River Station until March to maintain instruments over winter.

“The Chinese researchers are making a first step towards a return to regular operations in Ny-Alesund,” Gotaas said.

In northern Iceland’s Karholl, six Chinese personnel, including four scientists, arrived at the China Iceland Arctic Research Observatory (CIAO) late last month after a three-year Chinese absence from the complex, according to its spokesperson, Halldor Johannsson, director of the Arctic Portal.org news organization.

Johannsson said pandemic travel restrictions had kept the Chinese personnel away from CIAO, which opened in 2018 and is jointly operated by China’s PRIC and the Icelandic Center for Research (Rannis). The recently arrived Chinese contingent has met with local scientists and community leaders and was to depart in early December, he added.

CIAO consists of a new research building and several farmhouses for accommodation and other uses. China fully funded the building’s construction but does not own anything at the site and rents the property from Icelandic nonprofit group Aurora Observatory, Johannsson said.

In northern Sweden’s Esrange Space Center, contracts enabling three Chinese scientific agencies to use four satellite dish antennas built from 2008 to 2016 will not be renewed, according to Philip Ohlsson, Swedish Space Corporation (SSC) head of communications.

SSC controls all data received from and sent to satellites by the antennas, three of which are SSC-owned while the fourth is Chinese-owned, Ohlsson wrote in a series of emails. He said Chinese personnel have visited Esrange from time to time but never have been stationed there.

“In 2018, SSC took the decision not to enter into any new contracts with Chinese customers, given the limited size of our company in relation to the complexity of the Chinese market,” Ohlsson said.

He declined to reveal when the existing contracts will end, “out of respect for our customers and the confidentiality of these contracts.”

In northern Finland’s Sodankyla Space Campus, a joint research project launched by the Finnish Meteorological Institute (FMI) and Chinese Academy of Sciences (CAS) in 2018, ended last year when a three-year agreement expired, said Jouni Pulliainen, FMI Space and Earth Observation Center director.

CAS announced in 2018 that a joint research center for Arctic space observation and data sharing would be “constructed” in Sodankyla. But Pulliainen wrote in an email that there was no new construction at the space campus and the project mainly involved temporary visits by five Chinese researchers to Sodankyla’s existing facilities before the start of the pandemic.

Pulliainen said the outcome of the project was “not as impressive” as the Chinese side had originally expressed through state media.

“Due to changes in the world’s political situation, we were not any more so interested in deepening the cooperation activities, and we were not contacted from CAS about the renewal of the agreement,” he added.

China also never realized its 2017 proposal to build a satellite dish antenna ground station for remote sensing in the Greenlandic capital of Nuuk.

Beijing Normal University Dean Cheng Xiao held a “launch” ceremony in the Greenlandic town of Kangerlussuaq for the proposed Nuuk ground station on May 30, 2017. A group of more than 100 Chinese visitors attended the event along with two representatives of Greenlandic NGOs, but the project never won approval from the Greenlandic and Danish governments and did not proceed.

China’s foreign ministry did not respond to a VOA email asking why Beijing did not send personnel to the Norwegian and Icelandic project sites for lengthy periods, why it did not reach agreements to extend the Swedish and Finnish projects and why the Greenlandic project never got off the ground.

Marc Lanteigne, a social studies professor at the Arctic University of Norway, said China ran into local opposition for some of its projects.

“I’m thinking primarily of China’s plan to set up a research base in Greenland that was announced to great fanfare and then ran smack into Danish opposition,” Lanteigne said. Denmark, a NATO member, has been “very touchy about anything that might look like a Chinese strategic beachhead” in Greenland, he added.

Lanteigne said China’s diplomatic disputes with some European Arctic nations have undermined the progress of its other scientific projects.

“China’s relations with Sweden really have begun to sour over the past few years due to human rights issues, and that has affected the ability of Chinese researchers to set up any kind of a base in Sweden itself,” he said.

Nengye Liu, a law professor at Singapore Management University, said he expects Beijing to focus on developing its more established Arctic projects in Norway and Iceland rather than on smaller projects that ran into obstacles in other nations.

As Arctic ice melts because of climate change, China sees new opportunities for shipping, fisheries and oil and gas development in the region, Liu said.

“So all these scientific activities are meant to ensure that a major economic power like China won’t be left behind. That is why China describes itself as a ‘near-Arctic’ state,” Liu said.

VOA emailed the White House to request a National Security Council comment on what the U.S. is doing to manage tensions arising from China’s scientific projects in the Arctic but did not receive a response.

In an October forum at Washington’s Wilson Center, Devon Brennan, NSC director for maritime and Arctic security, said the U.S. is concerned that China’s exploitation of Arctic resources, such as fisheries and hydrocarbons, may diverge from what he called the rules-based international order.

But Brennan also said the U.S. recognizes that China has a “vested interest” in the region.

“While first and foremost, we will want to work with our like-minded partners and allies in the Arctic, there is room to cooperate with other non-Arctic nations for the betterment of the region,” he said.
